Uh its like(I think)
Suppose you have 0 chance to hit someone. IF the RNG is 1-99 you DON'T have any chance of hitting(since 0 is not betwen 1-99) Or 100 to hit. If the csae is the same as above,you WON'T miss. However,if the RNG is 0-100,you do have a chance to hit with 0 and to miss with 100. Don't lean totally on this 'cuz i'm not entirely sure xP. |

Here's an example to the best of my knowledge, but it leans heavily on the stat growths only. Not sure to much about anything else it has to do with.
Say these are a few of a character's stat growths. HP 69% Strength 80% Speed 43% Defense 74% An RNG is 'rolled' for each of these...let's assume the RNGs rolled as such: HP 80 Strength 72 Speed 63 Defense 37 Well in this case, strength and defense were inside the stat growth range, but the hp and speed were outside of it. So your stat ups would be as follows HP +0 Strength +1 Speed +0 Defense +1 So, asking if the RNG was 0-99 or 1-100 would essentially be asking what the odds of getting a stat increase would be. We'll take HP as an example: HP has a 69% stat growth, so in a 1-100 RNG, it can increase between the ranges of 1-69 or fail between 70-100. This gives you odds of gaining a point in this stat at 69:30 or 13:10. If the RNG used is 0-99 then HP can increase between the ranges of 0-68 or fail to increase between 69-99. This keep the odds at 69:30, or 13:10, and seems to just be a shift of 1 number dealing with RNGs... Hope this helped a small bit, and I have no idea if that is completely correct or not. |

No, on 0-99, for your 69% it works on 0-68 and fails on >= 69.

Thanks for clearing that up. So there technically is no difference than except just which numbers are used? As everything shifts a number depending on which RNG is being used, right?

Nope. 0-100, you have 101 numbers, and 1-99, you only have 99 numbers, neither of which would be percentages.
