To the extent that SKL (hit % & Crit rate) and LCK (Hit/Avd % & Crit Evasion) affect both, then in a sense, yes.

Hit rate itself doesn't really affect on crit%, it's SKL that affects at both.

Pointless but oh well...
1 SKL = 1.5 hit and 0.5 crit.
1 LCK = 1 hit (,1 avo and 1 ceva)

Example if you have low SKL but high LCK and you're using Slim forged (+10 hit, -8 crit), your "hit/crit ratio" will be lower than with like... high SKL unit with low LCK with lethal forged (+5 hit, +8crit).

Let's say 15SKL (=22.5 hit, 7.5 crit), 30LCK and Slim Iron Sword...
Hit: 161.5
Crit: 2.5

Then, 30SKL (=45 hit, 15 crit), 15LCK and Lethal Iron Sword...
Hit: 149
Crit: 26
Lower hit but higher crit...

i mean like will it matter if i have a 61% crit chance but my hit is 40% does my low hit effect my crit chance?

No, the RNG can still decide that you critt.

For example if yo have 5% hit but 90% critt (highly unlikly) you can critt, but even if the RNG decides your high critt lands, it doesn't mean your hit % will land. Both have to land if you want to critt.

In theory, yes.
And you actually should be able to at least hit before you're able to crit... (it sucks when you RNG makes you to miss while giving low enough RN for crit :/)

With those values, there's 24.4% that hit and crit will happen. (in 2rn, that would be about 27.9% (61 hit% -> 69.9-something?-%))
But with 100% hit, chance for hit and crit is 40%

If there's 30% hit and 70 crit (LOLWUT!?... I smell WTD, shimmer, Luck buff and +15 avo class)... there would be just 21% hit and crit... sounds lame when looking at high crit.
